"I have now to inform you that I have not felt myself able to meet your wishes, and that Her Majesty has signi- fied her approval of my recommendation that the Govern- ment should be entrusted to Sir Richard Macdonnell, the Lieutenant-Governor of Nova Scotia.

"I can assure you, however, that I am not unmindful of the conscientious diligence with which you have so long performed the duties of Colonial Secretary, Hongkong, and which have equally distinguished your administration of the Government during Sir II. Robinson's absence.
